Bella is Co-Chief Executive of the Impact Investing Institute. She helped found the Institute in 2019 and became Co-CEO in 2024, driven by the belief that private capital is a powerful force for public good.

Over seven years she has helped shape some of the UK’s most consequential impact finance initiatives, working with government, regulators and investors to move policy and capital together. She contributed to the design of the UK’s first green government bond, which has since raised over £60 billion for projects delivering environmental and social value. She also helped make the case for public sector pensions to invest more in the places they serve – a target adopted by government that could channel £20 billion into UK communities. In 2025, she played a key role delivering the government’s Social Impact Investment Advisory Group, whose recommendations underpinned the creation of the new Office for the Impact Economy and £500m Better Futures Fund.

Bella’s career has spanned the public, private and social sectors – from senior policy roles in UK Government to equities at UBS Investment Bank, following a start in the charity sector.
